Key Changes Affecting Waste-to-Energy Plants
The revised Industrial Emissions Directive (IED 2.0), introduces stricter environmental standards for industrial installations, including waste-to-energy (WtE) plants. Under this new directive, these facilities will often be required to meet the lowest range of emissions (BAT-AELs).
In addition to stricter emission limits, a significant change is the planned inclusion of municipal waste incinerators into the EU Emissions Trading System (ETS). This may occur in phases, with the transition expected to take place between 2028 and 2031. The ETS inclusion means that WtE operators will have to account for and purchase allowances for their carbon dioxide (CO2) emissions.
